Eagle Project Review Procedure

Re: Eagle Board of Reviews

Scoutmasters, Committee Chairs & Eagle Coordinators:

In order to better follow the long-standing guidelines of BSA
National on processing Eagle Applications, the Council Advancement
Committee has implemented the following procedure; Eagle Applications
will be approved by Council prior to Board of Reviews.

Effective September 2002, RTH District will be scheduling Eagle Board
of Reviews on the third Thursday of the following month after receipt
of the final project write-up and application, ie. those received
September 5th will be scheduled for October 17th and so on.

In rare cases this might create a problem and as always we will do
what is possible to accommodate extenuating circumstances, eg Scout
and family moving out of town or going away to college.

We must get the Eagle Application approved by Council prior to the
Board of Review and there is not enough time to make this happen the
same month the application is turned in.

It is to everyones benefit that you double check correctness of
advancement dates, proper merit badges and dates and proper
signatures before bringing to the District Roundtable Meeting.

Dear Troop & Crew Leaders,

There have been some recent changes in the Eagle Process at Heart of America Council & National. National is no longer providing a hard copy of the Eagle Scout Service Project Workbook. It must be downloaded from the website. They have also updated this workbook to include much more space to do the write-up and place photographs. It is Publication 18-927D. Previous versions will be accepted but we recommend using this version.

The Heart of America website has this workbook available in 2 formats:
Adobe PDF & Microsoft Word. The MS Word format allows Scouts to edit it on their computers and then print it out.

The Heart of America website also has details on completing the Eagle Scout Application, and the required reference letter request forms. This is important since an error on this application can delay it's processing.

Please be advised that effective immediately the national office will not process the Eagle certificate without the Scouts FULL LEGAL NAME. This requirement has been in the instructions written on the application but apparently has been ignored. I am advised by our HOAC professional staff that there are a number of scouts and leaders who do not print their full name, in some cases even when asked. Based upon the national office's position, the HOAC office will not verify and approve an application without the full name. Please ensure that the Scouters in your respective districts are aware of this requirement.
